Chloe Mills, a senior at Foster High School in Richmond, TX was recently named a candidate for the 2021 U.S. Presidential Scholars Program. She is the daughter of Jason and Julainne Mills, and granddaughter of Aransas County Judge C. H. “Burt” Mills and Penny Mills, and Duane and Cay Scheumack, and the great granddaughter of Libby Ledbetter. Inclusion in the U.S. Presidential Scholars Program is one of the highest honors bestowed upon graduating high school seniors. Scholars are selected on the basis of superior academic and artistic achievements, leadership qualities, strong character and involvement in community and school activities. The Program was established in 1964 by Executive Order of the President to recognize some of the nation’s most distinguished graduating seniors.
