The Fulton Town Council, at its regular meeting Wednesday, Jan. 18, approved an ordinance requiring livestock to be confined and not run free within the Town.
Fulton Mayor Kelli Cole said a property owner has been letting a horse roam around, and it kicked one of the property owner’s neighbors.
Addressing the need for the ordinance, Cole said, “Common sense, I guess (isn’t happening).”
The ordinance defines livestock as any four-legged animal normally considered as livestock.
It also requires all livestock, as defined in the ordinance, to be kept in stalls, or in enclosed pastures or padlocks with acceptable fencing.
The ordinance reads, “No livestock shall be allowed to freely roam within the Town of Fulton.”
Violations of this ordinance will be guilty of a misdemeanor, and upon conviction, shall be fined a sum not to exceed $500. That fine will be assessed daily as long as the violation continues.
The council also approved an ordinance relating to septic tank systems.
The amendment requires that in those areas of Fulton where sewer lines don’t exist, or where pumping is required, all sewage as may come from any residence, place of business, or industry shall be connected to a septic tank system constructed and maintained in conformity with specifications of the Texas Department of Health and/or Texas Commission on Environmental Quality.
