An Aransas County grand jury was convened recently, and issued 17 indictments against 16 individuals.

Those individuals, listed by name, charge, date of offense, and bond set, are as follows:

Mark Galvan Ochoa - Possession of controlled substance Penalty Group 1, less than one gram, state jail felony; on or about March 23, 2019 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, less than one gram; $10,000 surety.

Desiree Star Reynoso - Possession of controlled substance Penalty Group 1, less than one gram, state jail felony; on or about March 23, 2019 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, less than one gram; $5,000 personal recognizance.

Desiree Janet Flores-Vasquez - Possession of controlled substance Penalty Group 1, less than one gram, state jail felony; on or about July 9, 2019 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, less than one gram; $3,000 surety.

Desiray Denise Peppers - Possession of controlled substance Penalty Group 1, less than one gram, state jail felony; on or about Dec. 7, 2019 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, less than one gram; $3,000 personal recognizance.

Desiray Denise Peppers - Possession of controlled substance Penalty Group 1, four grams or more but less than 200 grams, second degree felony; on or about Dec. 9, 2019 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, four grams or more but less than 200 grams; $5,000 personal recognizance.

Bill Rodriguez - Possession of controlled substance Penalty Group 1, four grams or more but less than 200 grams, second degree felony; on or about Jan. 30, 2019 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, four grams or more but less than 200 grams; $5,000 surety.

Thomas Chase Helpert - Possession of controlled substance Penalty Group 1, four grams or more but less than 200 grams, second degree felony, habitual felony offender; on or about Sept. 24, 2017 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, four grams or more but less than 200 grams. Enhancement, on March 4, 2013 convicted of felony offense of possession of controlled substance, and on Dec. 4, 2014 convicted of felony offense of possession of controlled substance; $2,500 surety.

Alexandra Elaine Chapman - Possession of controlled substance Penalty Group 1, four grams or more but less than 200 grams, second degree felony; on or about Sept. 24, 2017 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, four grams or more but less than 200 grams; $2,500 surety.

Davion Luce - Possession of controlled substance Penalty Group 1, four grams or more but less than 200 grams, second degree felony; on or about Sept. 24, 2017 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, four grams or more but less than 200 grams; $2,500 surety.

Ashlei Rose Brandon – Count one, possession of controlled substance Penalty Group 1, four grams or more but less than 200 grams, second degree felony. Count two, possession of a prohibited substance in a correctional facility, third degree felony. Count one, on or about Jan. 30, 2019 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, four grams or more but less than 200 grams. Count two, on our about Jan. 30, 2019 intentionally and knowingly took a controlled substance, namely Alprazolam, in the Aransas County Detention Center; $8,000 surety.

Joseph William Franchak - Possession of controlled substance Penalty Group 1, one gram or more but less than four grams, third degree felony; on or about July 20, 2019 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, one gram or more but less than four grams; $5,000 surety.

Arnoldo Rios - Possession of controlled substance Penalty Group 1, one gram or more but less than four grams, third degree felony; on or about Jan. 5, 2019 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely heroin, one gram or more but less than four grams; $5,000 surety.

Jack Devon Morris - Possession of controlled substance Penalty Group 1, one gram or more but less than four grams, third degree felony; on or about Sept. 26, 2017 intentionally or knowingly possessed a controlled substance listed in Penalty Group 1, namely methamphetamine, one gram or more but less than four grams; $5,000 surety.

Esteban Rodriguez – Evading arrest with motor vehicle, third degree felony; on or about Jan. 30, 2019 while using a vehicle, intentionally fled from Craig Gibson or Eric Cargal, a person the defendant knew was a peace officer who was attempting lawfully to arrest of detain the defendant; $2,500 personal recognizance.

Justine Laray Villarreal – Evading arrest with motor vehicle, third degree felony; on or about Nov. 8, 2019 while using a vehicle, intentionally fled from Nathaniel Ward, a person the defendant knew was a peace officer who was attempting lawfully to arrest of detain the defendant; $15,000 surety.

Billy Shannon Norton – Burglary of a building, state jail felony; on ore about Dec. 9, 2018 intentionally or knowingly entered a building or a portion of a building without the effective consent of the owner and attempted to commit or committed theft of property, namely U.S. currency, owned by complainant; bond amount not available.

David Glen Moss – Count one, aggravated assault impede breath, third degree felony. Count two, injury to elderly, third degree felony. Count one, on or about Sept. 4, 2018 defendant intentionally, knowingly and/or recklessly caused body injury to complainant, by striking complainant with defendant’s hands or by grabbing complainant with defendant’s hands and the defendant did impede the normal breathing or circulation of the blood of complainant by applying pressure to the mouth of the complainant with defendant’s hands. Count two, on or about Sept. 4, 2018 intentionally or knowingly caused bodily injury to complainant, an individual of 65 years or age or older, by striking complainant with the defendant’s hands or by pushing the complainant with the defendant’s hands. Count one $3,000 personal recognizance; count two, bond amount not available.
